HVAC Efficiency Program for October 1, 2012 – September 30, 2013

Blachly-Lane Cooperative offers a rebate to members who add a new heat pump to their current heating system.

What will a heat pump do for you?

  • Keep you warm during the winter
  • Keep you cool in summer and save you money
  • They are the most efficient heating system on the market today
  • Keep you safe from carbon monoxide, a deadly byproduct of fuel burning
  • Keep your home clean, by reducing the amount of airborne dust and mildew
  • Keep your home dry, by dehumidifying the air inside your home

Rebates are available for Heat Pump Conversions from Electric Forced Air to new Heat Pumps or from upgrading an older Heat Pump to a new Heat Pump.

The Heat Pump must be installed by a PTCS certified contractor, commissioned in accordance with the Performance Tested Comfort Systems (PTCS) and have the duct system PTCS Certified if any of the ducts are outside the conditioned space.


The Steps Involved

To apply for the credit on your electric account submit your paid invoice from a PTCS certified contractor and a completed weatherization form.

After inspection by a representative from your co-op, the credit will be applied to your electric account.

State of Oregon tax credits are also available for duct testing and sealing and other energy efficiency improvements in homes and businesses. For information visit: Oregon Department of Energy.

Ductless Heat Pump Rebates

What are Ductless Heat Pumps? Ductless heat pumps are a type of air-source heat pump were the air is delivered directly to the room of a home rather than through a central air handler and ductwork. They provide both heating and air conditioning. DHPs are a proven technology, developed over 30 years ago to efficiently serve the Japanese housing market. And while DHPs have become the preferred heating and cooling systems in Asia and much of Europe, they are relatively new to the Pacific Northwest.

Electric forced air furnaces, baseboard, and wall heaters can be an inefficient and uncomfortable heat source for homes. Ductless systems perform better in distributing warm or cool air to a home, making living areas more comfortable. A single indoor unit can heat and cool a large living space. Eligible homeowners will receive a rebate upon installation of a system by a certified contractor (rebates depend on availability of funding).

Installation is as simple as mounting indoor and outdoor units, hooking up a refrigerant line through a three-inch opening in the wall or ceiling, and making a few electrical connections.

By installing a ductless system, you can enjoy year round comfort with a built-in air condition unit for those hot summer months, while offering you an energy efficient cooling solution.

Rebate amounts:

Single-family home (existing)

  • with electric forced air furnace: $1,420.00
  • with electric zonal heat: $1,420.00

Manufactured home (existing)

  • with electric forced air furnace: $1,420.00

Your unit must be installed by a Northwest Ductless Certified Contractor in order to qualify for the rebate
