HVAC Efficiency Program for January 1, 2010 - December 31, 2010

Blachly-Lane Cooperative offers a rebate to members who add a new heat pump to their current heating system.

What will a heat pump do for you?

  • Keep you warm during the winter
  • Keep you cool in summer and save you money
  • They are the most efficient heating system on the market today
  • Keep you safe from carbon monoxide, a deadly byproduct of fuel burning
  • Keep your home clean, by reducing the amount of airborne dust and mildew
  • Keep your home dry, by dehumidifying the air inside your home

Rebates are available for Heat Pump Conversions from Electric Forced Air to new Heat Pumps or from upgrading an older Heat Pump to a new Heat Pump.

The Heat Pump must be installed by a PTCS certified contractor, commissioned in accordance with the Performance Tested Comfort Systems (PTCS) and have the duct system PTCS Certified if any of the ducts are outside the conditioned space.


The Steps Involved

  • Initial inquiry by customer
  • Customer obtains heat pump bid(s) from PTCS certified contractor(s).
  • Customer notifies contractor to proceed with work
  • Installer sends Blachly-Lane Heat Pump Rebate Application form, copies of the PTCS verification information and whole house heating/cooling load calculations, to BLEC.
  • Contractor sends verification that the ducts are sealed by a certified contractor in accordance with PTCS specifications to BLEC.
  • On site inspection of contractor's work by BLEC

Duct Testing and Sealing (no heat pump installed):


• All ducted systems must be tested and sealed by a PTCS certified contractor to be eligible for a rebate. The Blachly-Lane rebates available are:

  • Manufactured Homes = $100
  • Single Family Homes = $175

To apply for the credit on your electric account submit your paid invoice from a PTCS certified contractor and a completed Weatherization Form . After inspection by a representative from your co-op, the credit will be applied to your electric account.

State of Oregon tax credits are also available for duct testing and sealing and other energy efficiency improvements in homes and businesses. For information visit: Oregon Department of Energy.

 

Ductless Heat Pumps

Blachly-Lane is participating in a pilot project for the installation of ductless heat pump systems (DHPs). This is part of a region-wide effort with the Bonneville Power Administration to determine the costs and potential energy savings of DHPs in the Pacific Northwest. BLEC offers a $750 rebate for qualifying systems. State and Federal tax credits may also be available.
What are Ductless Heat Pumps? Ductless heat pumps are a type of air-source heat pump where the air is delivered directly to the room of a home rather than through a central air handler and ductwork. They provide both heating and air conditioning. DHPs are a proven technology, developed over 30 years ago to efficiently serve the Japanese housing market. And while DHPs have become the preferred heating and cooling systems in Asia and much of Europe, they are relatively new to the Pacific Northwest.
Because this is a Pilot Project, requirements for participation are very specific. Homes must be site-built and have permanently-installed electric zonal heat such as baseboards, wall heaters, or ceiling heat. If you currently have a heat pump or furnace, or have a gas line to your home, you are not eligible for the program. In addition, the billing history consumption must show winter usage, you must have occupied the home for at least the past year and expect to occupy the home for the next two years, and must agree to make your billing history available to the project.
